Recently, Apple released new version of all of its operating systems. Except iOS, it’s just maintenance update. When Apple released iOS 12.4, Apple engineers accidentally unpatched vulnerability already patched in previous iOS 12.3, and when discovered by hackers, it allowed them to create a jailbreak. The security issue also left iOS devices vulnerable to hacking attempts, so Apple had to issue new update as soon as possible. According to Apple, all of these updates are recommended for all users. Before updating your devices, make sure you have backed up all your important data!
As for iOS, release notes say about important security and stability updates. In provided link about security content, Apple released detailed notes:

Impact: A malicious application may be able to execute arbitrary code with system privileges
Description: A use after free issue was addressed with improved memory management.

As for macOS, Apple fixed some bugs:
- Resolves an issue that may cause certain Mac notebooks to shut down during sleep
- Fixes an issue that may degrade performance when working with very large files
- Addresses an issue that may prevent Pages, Keynote, Numbers, iMovie, and GarageBand from updating
There are no detailed changes in watchOS and tvOS.
