And part addresses never have been used in practice.
Now it turns out that block IP-addresses beginning at 134.17, is the company for the SF Bay Packet Radio LLC. But the company, if not take into account the similar name, has nothing to do with the San Francisco Bay Packet Radio. As a registered agent SF Bay Packet Radio LLC recorded a Trudi Debell, who also plays the role of financial director in a company called Media Breakaway. In turn the presidency Media Breakaway took Stephen Richter - the father of Scott Richter, "the self-spam king". Steven Richter has been repeatedly accused of mass mailings of letters by e-mail. An analysis of traffic moving to IP-address, previously owned by San Francisco Bay Packet Radio, showed that the data are processed servers marketing firm JKS Media LLC. And this company owned by Media Breakaway. Thus, it turns out that the couple enjoys the Richter illegally obtained addresses.
However, Stephen Richter denies all charges. According to him, the company Media Breakaway received IP-address when buying the company SF Bay Packet Radio LLC at absolutely legal grounds. Richter said that the addresses were distributed before the registrar ARIN began operations in 1997 and therefore ARIN can not control the relevant block.
